Made some minor modifications:
- Asynchronous Plugin Downloads:- Changed plugin downloads to async to prevent lagging/freezing on initial startup.
- Themezer API Fix:- Fixed the Themezer API to ensure themes can be fetched properly. Huge thanks to @asiebens for the PR! (https://github.com/Xziip/UTheme/pull/34)
- Toolchain & Dependency Updates:- Compiled using the latest devkitPPC. Removed the built-in libwebp from the repository and switched to devkitPPC's ppc-libwebp. Massive thanks to @dkosmari for the PR! (https://github.com/Xziip/UTheme/pull/18)
- Storage Check Removal:- Removed the SD card free space check during theme installation. This resolves issues with background music stuttering and overly long installation times.

A Note from the Author:
I'm releasing V0.3B today to celebrate the Lunar New Year.
I am aware of the background music (BGM) glitches and some specific library conflicts reported by the team. Since I'll be taking a short break for the holidays, these issues will be addressed in the next version.
